The Annual Accounts of the Regional Sports Control Board were placed before the Sports Control Board for the Approval and the same was approved. The closing balance as on 20/03/2013 in Regional Sports Control Board accounts is Rs. 16803992- (one crore sixty eight lakh

honorarium to the coaches/refrees
As per past practice it has been decided by the Sports Control Board that the payment to Refrees/Umpires/Officials engaged through Dist. Sports Authorities/Recognized Sports Association should be made at the prescribed rate of the Distt. Sport Authority/ Recognized Sports Association. In case they are appointed locally, the payment should not exceed the rate prescribed by the Distt. Sports Authority/Recognized Sports Association.


ITEM NO.4
Golden Jubilee year of KVS and development of Games & Sports and its infrastructure.
            KVS is celebrating its Golden Jubilee year in the year 2013-14. It was decided in the meeting that every Vidyalaya  at least  prepare 03 games at the School  level  and competition to be organized. To mark the celebration a National level   calendar of Sports activities will be circulated among all the KVs of Jammu Region as soon as it is received by the KVS RO Jammu from KVS (HQ)
Regarding the development of sports infrastructure in KVs , the Cluster level core committee are constituted . As decided by the board these Committees will assess/ review the existing sports infrastructure available  in each Cluster Vidyalaya and scope for developing minimum infrastructure. This Committee  will also help the  Principals of cluster KVs in making  the complete proposal alongwith with the estimate from Govt. Approved agencies . Please ensure that all the proposals are forwarded to KVS (RO) on or before 12th  of April 2013

Planning for Games & Sports for 2013-14:-

            As per the New Sports Policy of Kendriya Vidyalaya Sangathan the identification of talent of the students should be completed in the month of April.  To address this issue, it was decided by the Board members that Contractual sports activity teacher should be appointed  from Ist April 2013.   The TGT (P&HE) alongwith Coaches will complete inter house competition in the month of April 2013 and will identify the talent of the games and sports.  The identified students should be given proper training by Coaches/TGT(P&HE) for Regional/KVS National Sports meet 2013.  Later on the talented players of class  XI &XII  should  also be included in the Vidyalayas teams.

            It was suggested that  Vidyalaya may arrange a summer coaching camp for at least two weeks for probable at the Vidyalaya level.

Note:- The Coaches/Experts engaged for Summer Camp the honorarium as per KVS norms as per day to     day routine.




Re- Classification of Games : Table Tennis, Badminton and Tennis

            The competitions in the Team games of Table-Tennis, Badminton and Tennis will be held as “1stSingles, Doubles and 2nd Singles. For Individual events of Badminton, Table Tennis, and Tennis, top five seeds” can play for Individual singles and top five winning students of individual Singles can be selected for the next higher level. The Venue Principal will invite entries from individual players for Regional level singles tournaments and conduct the Regional level competitions directly. In the Regional Sports Meet, the best five singles players may be deputed for KVS National  Meet.  Total no. of players for the event will not exceed five in each age group.

SPORTS MEET CALENDER- 2013
The Regional Sports Control Board approved the calendar of Regional Sports Meet of KVS (JR) for the year 2013 as under:-

(b)   Athletics (Boys / Girls)
(c)    Coaching Camps for All  games  at Regional level

Before 30th April 2013

15 day before KVS National  sports meet.




Inter KV Tournaments:-
-          The Venue Principals will invite entries from all KVs in all games & sports for participation in the Regional level tournaments.  These will be Inter KV Tournaments.

-          A Regional team comprising the best players will be deputed to participate in the National Sports Meet-2013. All the Vidyalaya are requested to send the details of the games in which their students will be participating to the Venue Principal well in advance.


-          All matches will be played on league-cum-knock-out basis up to Quarterfinals stage, thereafter the matches will be played on knock-out basis in Quarterfinal, Semifinal & Final.

-          In Athletics and Swimming first position and second position holder can be selected for next higher level.  Participants will be permitted to participate in maximum three events, excluding relays.

-          In individual events no players will be selected without contesting three fights/matches. In case such scope of fight/matches does not exist in an event the participant cannot be declared as a winner.





In this connection, this is to inform you that there will be three rounds in each match.  In each round maximum number of points will be nine.  Any player who wins maximum number of points in all the three rounds in each weight and age category will be declared winner.  There is no restriction of number of players in weight / age category of all individual events.  If the number of participants is less than three, a participation certificate may be awarded to individual concerned and he/she may be selected for next higher level (no medal and cash prize will be given in this regard).

For Regional level Meets
          The following arrangements may be made.
(a)    There should be proper kitchen arrangement for neat & clean cooking. The quality of food should be highly nutritive and hygienic as per the list of fresh menu enclosed

(b)   Adequate number of mattresses & bed-sheets should be provided to each anticipating student.


(c)    There should be clean filtered drinking water and clean running water for bathing etc.

(d)   All Lights & Fans should be made functional in each of its living room (including toilet and bats) and participants should also be provided mosquito repellents and candles with match box to meet exigency 
(e)    To meet Emergency, stand by generator should be catered for.

(f)    Lady / Gents Doctor / Dispenser along with emergency medicines should be available at the Venue.
(g) STD Booth for the convenience of participants should be catered at the venue.

Eligibility Certificates and Age Groups
All students from regions will bring eligibility certificates & medical certificate. The eligibility certificate duly attested by the Principal in quadruplicate with them and submits to the venue Principal. Without the eligibility certificate, no student will be allowed to participate. Eligibility certificates (in quadruplicate) in respect of all the students, selected for KVS National meet should be handed over to Principal of venue for coaching for that particular team.

The details of age-groups and the class up to which the students are eligible to participate in these games are:-
a)                  Under-11 years as on 31.12.2013 and up to class V and born on or after 01.01.2003
b)                  Under-14 years as on 31.12.2013 and up to Class VIII and born on or after 01.01.2000
c)                  Under-16 years as on 31.12.2013 and up to Class X and born on or after 01.01.1998
d)                  Under-17 years as on 31.12.2013 and up to Class X and born on or after 01.01.1997
e)                  Under-19 years as on 31.12.2013 and up to Class XII and born on or after 01.01.1995
f)

a)                  Selection of Kabaddi team will be done on the basis of weight category as per SGFI Norms.

b)                  A skater can opt two races out of three races in quad event and three races out of four races in in-line event for inter school competition.  A player can take part only in quad or in-line event.  No player can take part in both the events quad and in-line.  Only three participants can take part in Regional Sports Meet/KVS National Sports Meet in one age group in the event of quad and also three participants can take part in Regional Spots Meet/KVS National in the event of in-line.  While selecting the team of three participants quad/in-line preference will be given to 1st place holder/gold medalist.  If the team is not completing with three players who are gold medalists then silver/bronze medalist may be selected for higher level.  If the Gold medalists are more than three, then marks will be calculated as maximum points.

Selections During Regional Meet:
It was brought to the notice of the board  by Sh. J.D Guru, Principal KV No.1 Pathankot that  there had been certain cases where the selection was reported to be biased  which effect the performance of Jammu Region  at the National level. In order to  avoid this Lacuna, during the Regional level competition, the selection committee will select the probable only(annexure-1 attached) During the coaching camp for KVS National the selection committee will further select the players, keeping in view the performance of the players during the coaching camp.
The selection Committee will comprise the following members.

2.      Venue Observer
3.      SAI/State Sports Coach
4.      Coach of  National Team
5.      Venue PET
 If a  sub-standard  team is selected, the responsibility  & accountability will  be of Venue Principal/Observer and the Coach of  the Team.
The National coach of the team will be responsible for the performance of the team at the National level.

NOTE:-         

1.       Coaching Camp practice for shooting combined for Boys & Girls will be arranged by K.VSunjwan.

2        Concerned Principals are required to arrange one coach from other professional Agencies viz SAI, Distt. Sports Deptt.etc.)Where ever required.

3        Concerned Principal may arrange 2nd Escort wherever required.

4        Qualified referee/ umpires should be arranged from professional Agencies as far as possible from recognized Sports Associations. Payment to these referees/ umpires may be made as per rules of recognized Sports Association.

ADVENTURE ACTIVITIES

            It was   decided that Principals are free to arrange the Adventure Activities for the students from any approved agency. (List of  agency already circulated).   Adventure Camp/Activity should be arranged preferably in Breaks and prior approval to be obtained from the Regional Office in advance. Principals should ensure that 5-10% of total strength   should be involved in such activities.
EXPENDITURE ON ADVENTURE ACTIVITIES.

(a)    40% share from KVS (HQ)
(b)   40% share from RO
(c)    20% share from Participating Vidyalaya.

REVIEW OF PREVIOUS YEAR PERFORMANCE AND TARGET SET TO IMPROVE THE PERFORMANCE IN THE COMING YEAR i.e. 2013-14

The Board  reviewed the performance of KVS Jammu Region in KVS National and SGFI participation in 2012. The Chairman is of the opinion that we should fix the target for the session 2013-14 for Games & Sports
Targets for different Games & Sports are given below
1.      Kho-Kho boys and girls , Gold by all means
2.      Kabbadi (Girls)  Gold.
3.      Kabaddi (Boys) Bronze
4.      Hockey boys –U-19 Silver
5.      Boxing  03 Gold Medalist(  to prepare  by KV No.1 Amritsar)
6.      Skating (boys) –over all championship
7.      Skating (Girls) –over all championship
8.      Valley ball (Boys,Girls) –Silver
9.      Basket Ball (Girls)  -Gold
10.  Handball (boys) –Gold
11.  Judo(Boys, girls) –over all runner-up
12.  Chess-Inter school competition will be organized by every Vidyalaya to get the target at KVS National level.
13.  Swimming Participation at Regional level:- Principal will arrange coaching camp where swimming pool(near by ) is available
14.  Athletics Boys &Girls, at least 10 Gold.The Athletes who got gold and silver in Regional Sports meet 2013, the Principal of the concern Vidyalaya will impart training/coaching to them by engaging qualified athletics coach preferably on    Synthetic track/ well maintained grass 400 mtrs track.
15.  Chess:- Every Vidyalaya will arrange and organized inter school chess tournament for achieving  target at KVS National Sports meet.

The Chairman is of the opinion that Principal should do all necessary efforts and may appoint Coaches/Experts of the Games & Sports and obtain approval from the Regional Office wherever required to achieve the targets.


ITEM NO 10
COACHING CAMP AT REGIONAL LEVEL:
As per KVS HQ – F. No. 110355/01/2011/KVHQ/Sports/NSM dated 24.07.2012 the regional sports control board decided toconduct coaching camp for individual/team event at regional sports meet venues for (for 10 days) for  the selected players going to participate in KVS national sports meet 2013. All selected players should report at the coaching camp on the said dates. If he/she failed to report then the stand by player will be called.

MENU DURING THE REGIONAL SPORTS MEET-2013

Menu/Food chart for the players should be as per SGFI Norms.

Breakfast :      200 ml Milk, 04 pcs Bread with butter and 04 pcs Bread with jam or 06 to 08 pcs of Idli, Sambhar, Chatni or 04 pcs. Aalooparantha.02 pcs of banana or 01 pcs of apple and 02 eggs.
Lunch :            Chapati, Rice, Sweet, any Dal or Rajama or Chana, Seasonal mixed vegetable, paneer for vegetarians, salad papad, pickles and chicken/fish for non-vegetarians.
Evening Snacks: Juice-200 ml with snacks (i.e. Sandwich/samosa/bread pakora/paneerpakora etc.)
Dinner:            Chapati, Rice, Sweet, any Dal or Rajama or Chana, Seasonal mixed vegetable, Paneer for vegetarians, salad papad, pickles and chicken/fish for non-vegetarians.
Night:              Milk – 200 ml, for sleeping time – any mosquito repellent.    
Note :-             The venue Principal will provide the same scale/standard of food to the participants/escorting teacher/PETs/Coaches/Officials. No DA will be charged from Players/Participants/Escorting Teachers/ PETs/Coaches/Officials during stay period of the meet.


Requirement of Playing Kits:-

The venue Principals of KVS Regional Sports Meet are requested to send the requirement of playing kits at their respective venues.

            In order  to give a befitting flip to the sports,  was decided to generate a new blog for sports activities in KVS Jammu Region and Sh. N. Hari Prasad , Principal KV Dalhousie will be the incharge of this blog/site. Sh. Manjeet Singh TGT(PHE) KV MiranSahb has been entrusted  the  responsibility  of co-ordinator for the Games and Sports related events.

All correspondence related to Games and Sports a copy of the same should be addressed to Mr. Manjeet Singh, who in consultant with the Regional office , will take the appropriate action for smooth functioning of the events.



            Any other matter with the permission of chair

Mr. N Hari  Prasad , Principal KV Dalhousie raised a question  regarding the Mass PT . It was decided by Sports Control Board that the warm up exercises can be perform as deemed fit by the principal in the morning Assembly.

            The meeting ended with the vote of thanks by Sh Sukhwinder Singh, TGT (P&HE), KV No 1 Amritsar.
